Efforts to enable homeownership
Enabling homeownership is accomplished by providing direct services, real estate development and leveraging of resources.
- Ownership
- Ownership projects have been developed for first time homebuyers each year. Financial resources are available for low as well as moderate-income families.
- Rental
- We currently own 120 units, 73 affortable and 47 market rental units. These units comply with our overall strategy to produce rental units that promote home ownership.
- Lease-Purchase
- A formal program has been developed, providing counseling, education and post purchase support enabling participants to create and fulfill a Homeownership Preparation Plan.
- Housing Counseling
- WEHDC is a HUD approved housing counseling agency providing information and support to clients on pre and post purchase housing issues including early delinquency and foreclosure prevention counseling. Counseling enables clients to take advantage of available grants, discounts and below market rate loans.

- A Housing Couselor will review your credit report and teach you how to read the report, pay down your debt, and repair your credit.
- Basic Homebuyer Education
- The homebuyer-training program is a 6 week, two hour program which introduces the purchase process and how to prepare for home purchase. In addition to the six week course, those families interested in purchasing a two family home are asked to attend the two week landlord/tenant course. Landlords are advised to take the Lead-Safe Certificate course.
- Financial Fitness
- Financial Fitness training is incorporated in the homebuyer-training course and offered as a stand-alone program. The program teaches basic money management skills, helpful in avoiding financial pitfalls and developing budgets to attain family goals.
- Buyer Assistance Programs
- Pre-qualification for grants and loans providing purchase money, down payment and closing cost assistance is available for first-time low to moderate income buyers through WEHDC.
Lending Initiative
WEHDC is designated by the US Treasury Dept. as a Community Development Financial Institution and is the first nationally certified Full-Cycle Lender in the state. This status confirms the agency’s professional capacity to offer a full range of services to our clients.
WEHDC has been providing traditional loan products as well as deferred payment loans and below market rate loans for down payment and closing assistance, home repair purchase money mortgages and mortgage refinance funding since 1999. In 2006 WEHDC expanded its lending services statewide.
WEHDC, through a partnership with local lenders, has designed a new full-cycle lending program to help you save time and money on the refinance, purchase, and or repair an existing home. This program uses the latest technology to provide a quick approval utilizing expanded underwriting criteria. It also provides the resources necessary to effectively expand our lending and servicing activities statewide.
E-Commerce is the new program meant to help people refinance and purchase home at a lower interest rate and monthly payments. E-Commerce provides the qualified clients with a single mortgage at a fixed rate for 30 years.
